It has been my pleasure to serve the Irving community for the past 50 years as a Family Physician.
I have had the privilege of meeting a great many people and developing life-long friendships with many patients. However, with mixed joy and sadness the time has come for me to retire.

The chosen supplier must provide energy services specified quantity and quality, and must deliver them continuously to meet district needs except instances of force majeure. The selected REP shall honor the energy bid price rate for any addition/or relocation /and or any addition or expansion occurring during the contract period. The district is requesting unlimited energy usage swing. There should not be any contract penalties for any overages and or failing to meet projected electricity usage.
The purpose of this RFP is to solicit proposals from REPs to supply the district’s energy needs in the most reliable and cost effective manner available. Commission made the findings. Authorized city staff to make interior and exterior inspections of the substandard structures. No later than
June 25, 2018 the owners or their designee shall obtain permits for demolition of the structures. No later than July 14, 2018 the owners or their designee shall complete the demolition of the structures such that it is in compliance with city ordinances. If the owners or their designee have not completely demolished all structures and removed the debris by the deadline date set forth in this order, the City of Irving, its agents or contractors, is authorized to demolish the structures and remove all debris from the property on or after July 15, 2018. The City of Irving is authorized to enter the property, per-form asbestos testing and/or remediation if needed, demolish all structures, remove all personality, and dispose of all personality and demolition debris. The
City of Irving is authorized to assess the associated expenses on and file a lien against the property to recover all said expenses, including asbestos abatement and demolition costs, unless payment is received in full within ten (10) days from the date of the in-voice. The lien is extinguished if the property owners or another person having an interest in the legal title to the property reimburses the City of Irving for the expenses. Also, notified the owners that if the property has not been brought into full compliance with this order by the specified dates, the Commission will consider levying civil penalties of up to $1000.00 per day for non-compliance. The Commission may assess civil penal-ties beginning with the first day after any Commission established deadline has been missed, and the City of Irving will file a lien against the property to recover all associated expenses and civil penalties, unless payment is received in full within ten (10) days from the date of the assessment.

REQUEST FOR RELEASE OF FUNDS
On or about June 19, 2018 the City of Irving will submit a request to U.S. Depart-ment of Housing and Urban Development (HUD) for the release of the above men-tioned federal funds (Sec-tion 108) under the Hous-ing & Community Develop-ment Act of 1974, as amended; to undertake a project known as “Georgia Farrow Recreation Center Expansion”. This project will expand the recreation center by over 11,128 square feet. Additions include the construction of a second gymnasium with bleachers, a locker room with restrooms and show-ers, additional storage rooms, game room area, and an expanded fitness room with equipment, as well as the construction of a second parking lot and sidewalks, additional securi-ty lighting, landscape and irrigation, and required signage. (Section 108 Loan – $3,359,000)

FINDING OF NO SIGNIFI-CANT IMPACT ON THE ENVIRONMENT
The City of Irving has de-termined that the project will have no significant impact on the human envi-ronment. Therefore, an Environmental Impact Statement under National Environmental Policy Act of 1969 (NEPA) is not re-quired. Additional project information is contained in the Environmental Review Record on file at the City of Irving’s Planning and Community Development Department, 825 W. Irving Blvd., Irving, Texas 75060; and is available for public examination and copying, upon request, during nor-mal business hours.

REQUEST FOR PUBLIC COMMENT
Any interested agencies, groups, and persons disa-greeing with the determina-tion or wishing to comment on the project or decision to request release of funds are invited to submit written comments to the City of Irving’s Planning and Community Development Department. All comments received by June 18, 2018 will be considered by the City of Irving prior to author-izing submission of a re-quest for release of funds. RELEASE OF FUNDS
The City of Irving is certify-ing to HUD that the City, and the Honorable Richard H. Stopfer, in his official capacity as Mayor and Certifying Officer, consents to accept jurisdiction of the Federal Courts if an action is brought to enforce re-sponsibilities in relation to environmental review, deci-sion-making, and action, and that these responsibili-ties have been satisfied. The legal effect of the certification is that, upon its approval, the city of Irving, Texas may use the federal funds identified above and HUD will have satisfied their responsibilities under the National Environmental Policy Act of 1969.

OBJECTIONS TO RE-LEASE OF FUNDS
HUD will consider objec-tions to its release of funds and the City of Irving certifi-cation received by July 6, 2018 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: 1) that the certification was not in fact executed by the City’s Certifying Officer or his designee as approved by HUD, and 2) the City of Irving has omitted a step or failed to make a decision of finding required by HUD regulations at 24 CFR Part 58; 3) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD or 4) another Federal agency acting pursuant to 40 CFR part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be pre-pared and submitted in accordance with the re-quired procedures (24 CFR Part 58) and shall be ad-dressed to: HUD, Office of Community Planning & Development, P.O.
