ISD launches new cell phone policy

Cedar Hill—Cedar Hill Independent School District (CHISD) is implementing a new Personal Electronic Communications Policy beginning in the 2025–26 school year. The goal is to increase scholar focus, reduce classroom distractions, and enhance academic engagement across all grade levels.
The updated policy applies to all PK–12 students and encompasses cell phones, smartwatches, headphones and other personal communication devices.
“As a board, we believe the new guidelines will limit distractions and disruptions to the learning process, which can frequently be caused by cell phone usage,” said Dr. Denise Roache-Davis, Cedar Hill ISD board of trustees president. “Our goal is to foster focused learning environments where every scholar is fully engaged. By limiting distractions, we are making space for deeper learning, collaboration and academic growth.”
Policy Overview:
Personal devices must be turned off and stored during the instructional day.
Device usage is only allowed before and after school. Exceptions may be made for medical needs or Dallas College course access.
Confiscated devices must be retrieved by a parent/guardian with a $15 administrative fee.
A graduated system of consequences is in place for repeated infractions.
This effort is also in alignment with House Bill 1481, passed by the 88th Texas Legislature, which encourages school districts to limit the use of cell phones during instructional time to support a more focused academic environment. CHISD’s updated guidelines reflect this legislative intent and reinforce the district’s commitment to student success.
CHISD has released a Parent Information Guide and Frequently Asked Questions (FAQ) document to address common concerns around safety, emergencies, medical accommodations, and more.
This initiative is part of CHISD’s ongoing commitment to maintaining safe, engaging, and academically focused learning environments where every Longhorn has the opportunity to succeed.
